In 1985, Ireland was in the midst of an economic recession, and the country's spirits were low. President Patrick J. Hillery saw an opportunity to build a bridge to a better future by creating a programme that would empower young people to fulfil their potential. On the 28th of October 1985, Gaisce – The President’s Award was launched at Áras an Uachtaráin to mark the UN’s International Year of Youth.
